Apart of core expert team, IEEC involves local engineering resources employed both on a full-time and part-time basis to deliver quality engineering support services to Contractors of Ignalina NPP and other Clients. IEEC draws back upon best expert resources that have commissioned, operated, performed a range of engineering tasks for maintenance and upgrade of 2 world’s largest (1500 MWe) water-cooled graphite-moderated channel power reactor units.
Key Experts
- Rafael Gazetov, Dipl. Engineer in Physics (graduate of Russian “Tomsk Polytechnics” University). Rafael has long-term experience in R&D, and commercialisation of innovative technologies, project management and innovation development. Rafael has a 10-year background in operation of nuclear power plant. He is in private business since 1993, and has run series of successful business projects in Lithuania, Russia, Belarus, and Ukraine. Rafael acts as a Director of IEEC since 2005.
- Vitalij Gluscenko, MSc in Chemistry and Semiconductor Technology (graduate of Saint-Petersburg University of Technology). Started as shift engineer-chemist at Ignalina NPP, later on Vitalij has earned solid experience in technical and commercial issues in international projects at Ignalina NPP running under Safety Improvement Programme and EBRD’ Safety Account (1996-1999) and INPP Decommissioning Programme in 2000-2005. Being at Senior Contract Representative’ positions, he got acquainted with comprehensive international procurement procedures under Lithuanian Public Procurement Law and EBRD’ Procurement Policies and Rules, and contract management matters, in projects ranging from less than 1 MEUR to over 100 MEUR. His list of business contacts includes several leading service providers in nuclear power and industry sectors of Europe and Russia, as well as a range of prospective customers. Apart of consultancy assignments, Vitalij is in charge of Commerce and Marketing at IEEC.
- Oleg Miroshnik, Dipl. Engineer in Automation and Technology Processing Engineering (Kaliningrad University of Technology). Twenty-years experience in Health Physics and Environment Protection at Ignalina Nuclear Power Plant (at recent position of Deputy Head of Radiation Protection Dept.) results in excellent knowledge of INPP technology and equipment, Radwaste management, and comprehensive safety regulations in these fields. Oleg was one of key players in INPP Safety Improvement Programmes and upgrade projects, IAEA missions, Case-studies, etc., acting as a key expert in Environment protection and Waste Management and contact point to national regulatory authorities (VATESI, RATA, RSC), Lithuanian science institutions (LEI, FI) and international (French, Swedish, German, Russian) institutes and agencies. Oleg joined IEEC in January 2006 for a position of Project Manager to take part in major projects currently implemented at Ignalina NPP.
- Financial Services and Legal support. There are other qualified employees at our disposal, who support administration and expert team in financial, accounting and other aspects of their day-to-day tasks, while also keeping a short-track to selected professional consultants for an extended support in special situations.
